My apologies if we've found no eBay listings for batas de cola. Unfortunately, it's not unusual. These flamenco dresses are difficult and expensive to make, so costume manufacturers wait until they have a firm order, rather than sell them ready-made.
If you want a bata de cola for practice, your best bet is to buy one second-hand.
Otherwise, it's likely you will have to get one custom-made, or buy a pattern to make your own.
